that a substantial surplus balance is

Although taxation

does not appear to be unduly high in the

Colony, the possibility of some reduction

should not be lost sight of, especially

if it appears that an appreciably larger

surplus balance is likely to accumulate.

I approve the inclusion of

provisien for the additional Tytam Tuk

catchwaters in the list of works chargeable

indorinection with thems

to loan, and to the expenditure being charged

for the time being to surplus balances.
